Students who are citizens of European Union countries, regardless of their place of residence, as well as non-EU students legally residing in Italy or in another EU country, may access university degree programmes without quota restrictions.

Admission is granted provided that applicants hold a qualification equivalent to the required Italian degree and that this qualification is recognized as suitable following an evaluation by a University-appointed committee.

Applications for enrolment must be submitted directly to the University, in accordance with the general enrolment procedures.

Degrees issued by foreign institutions must be accompanied by the documentation required for evaluation, in line with the Lisbon Recognition Convention. This may include translations, legalizations, the Diploma Supplement, transcripts of records, Declarations of Value issued by the relevant diplomatic authorities, or other documents necessary to verify the qualification.

EU students who intend to reside in Italy are required to register with the municipality of their place of residence.

Pre-enrolment

Non-EU students are required to complete a pre-enrolment procedure. This requirement applies to non-EU citizens residing abroad and to applicants who need a visa. The pre-enrolment application must be submitted online through the UniversItaly portal. Please refer to our online tutorial for step-by-step instructions. Official registration generally opens in May each year.

Pre-enrolment is not required for:

• Italian applicants holding a foreign qualification; 
• applicants from EU countries (regardless of residence) and non-EU applicants legally residing in Italy; 
• holders of dual citizenship, where one citizenship is Italian or from another EU country (EU citizenship prevails); 
• citizens of Norway, Iceland, Liechtenstein, Switzerland, the Republic of San Marino, and the Holy See, even if they hold a foreign qualification. 

Important information:

• pre-enrolment applications are verified by the University and forwarded to the relevant Embassy or Consulate;
• please note that pre-enrolment does not guarantee admission. To enrol, students must meet and satisfy all entry requirements;
• pre-enrolment at the University does not guarantee, in any way, an appointment at diplomatic or consular representations for the submission of visa applications: to this purpose use the specific portal;
• prior acceptance by the University does not confer any right to obtain a visa, as the issuance of study visas is the sole responsibility of the relevant diplomatic or consular authorities.

Italian Language Proficiency

Non-EU students residing abroad who wish to enrol in a degree programme taught in Italian must demonstrate an adequate level of language proficiency.

This requirement can be fulfilled by:

• passing an online Italian language test administered by the University of Molise; or
• submitting a valid certificate of Italian language proficiency or a qualification obtained in Italian (e.g., CELI).

Tests are held online (via Microsoft Teams), and dates will be communicated to pre-enrolled students.

Administrative Procedures Upon Arrival in Italy

Residence Permit

Non-EU students must apply for a residence permit within 8 working days of arrival in Italy. University staff will provide assistance throughout the process.

Step 1 – Application submission       
Collect the application kit (usually available at post offices or through authorized centres such as CAF). Submit the completed kit at a post office, bringing:

• a copy of your passport (personal data page and visa); 
• a copy of the admission letter stamped by the Italian Embassy; 
• a copy of your health insurance. 

At the post office, you will be required to:

• purchase a €16 revenue stamp (marca da bollo); 
• pay €30 for the application processing; 
• pay €70 using the provided payment slip. 

You will receive a receipt, this must be kept with you at all times together with your passport.

Step 2 – Immigration Office appointment   
You will be given an appointment at the Immigration Office (Questura) to provide fingerprints and submit original documents. On that day, bring:

1. your passport; 
2. the appointment letter; 
3. the original documents included in your application; 
4. four passport-sized photographs (light background). 

The residence permit is usually issued within approximately three months from the date of application.

Health Insurance

Non-EU students may access the Italian National Health Service (Servizio Sanitario Nazionale) by paying an annual fee of €149.77. The coverage is valid for the calendar year (1 January - 31 December) and cannot be divided.

Alternatively, students may use private health insurance taken out in Italy or in their home country, provided it is validated by the Italian Embassy. In this case, students may consult a general practitioner and, if necessary, specialists, paying upfront and requesting reimbursement from their insurance provider.

To be eligible for admission to Italian higher education at the Master’s level, applicants must hold a High School diploma and a Bachelor’s degree obtained after at least 15 years of education, of which a minimum of 3 years must be at university level.

Applicants must hold an academic qualification equivalent to at least a Bachelor’s degree in a field compatible with the Master’s degree program for which they are applying.

The following documents are required:

• a minimum three-year undergraduate/Bachelor’s degree diploma (or a provisional certificate of graduation if the applicant is currently attending the final year of study or if the final diploma has not yet been issued), together with an official translation into Italian; 
• a transcript of records issued by the competent academic authorities, translated into Italian and accompanied by confirmation of authenticity; 
• a Declaration of Value of the academic qualification issued by the Italian Embassy in the country where the qualification was awarded; 
• an official syllabus of all learning activities completed in order to obtain the foreign academic qualification, translated into Italian. The syllabus must be accompanied by a declaration issued by the institution confirming its authenticity and correspondence with the activities completed by the student. This declaration must be signed, stamped, and supported by confirmation of authenticity; 
• a copy of the thesis, if applicable, discussed during the final examination required to obtain the academic qualification, together with the relevant translation and legalization; 
• a copy of a valid passport or ID document and residence permit (the residence permit must be requested within 8 working days of arrival in Italy). 

Documents issued in English do not need to be translated.
